To this end, the Embassy continuously works to promote investment opportunities in Guinea by highlighting its natural resources, infrastructure, and cultural dynamism. Committed to facilitating bilateral exchanges between the Republic of Guinea and the Republic of Rwanda, the Embassy actively supports initiatives aimed at creating sustainable partnerships. Moreover, it provides a range of consular services to Guinean citizens residing in Rwanda, including administrative assistance, issuance of official Guinean documents, and emergency support. It also serves as a point of contact for Guineans in Rwanda, helping them maintain a strong connection with their country of origin while supporting their integration into the host country.
History of Relations
2016
The Republic of Guinea and the Republic of Rwanda laid the foundations of their modern cooperation with the signing, on March 9, 2016, in Conakry, of a framework cooperation agreement, complemented by several structuring instruments, notably the agreement on air services and visa facilitation. On May 13, 2016, in Kigali, a protocol on decentralized governance, as well as an agreement on university and scientific cooperation, further strengthened this initial foundation, marking the beginning of a multidimensional partnership.
2021
His Excellency Mr. Paul Kagame, President of the Republic of Rwanda, paid a historic official visit to Guinea. This meeting marked an important step in bilateral relations, with the signing of agreements on economic cooperation, security, and technological innovation.
2022
Both countries have continued the gradual implementation of the agreements signed, particularly in the fields of health, scientific research, and technology, thereby promoting skills transfer and institutional rapprochement.
2023
The year 2023 marked a major turning point with the official opening of the embassies of Guinea in Kigali and Rwanda in Conakry, reflecting a strong political will to strengthen their diplomatic presence. This momentum was reinforced by the signing, on April 18, 2023, in Conakry, of the Agreement establishing the Joint Grand Commission for Cooperation, the main mechanism for monitoring and coordinating bilateral relations.
2024
Bilateral relations between the Republic of Guinea and Rwanda have experienced significant acceleration with the holding of the inaugural session of the Joint Grand Commission for Cooperation, which led to the signing, on October 9, 2024, in Kigali, of several agreements covering multiple strategic sectors, notably good governance, the conditions for the creation of special economic zones, exports, justice, culture, youth, sports, and tourism. These developments reflect the commitment of both countries to strengthen structured and sustainable multisectoral cooperation.
2025
On the sidelines of the Africa CEO Forum 2025, economic cooperation was further strengthened with the signing of a partnership agreement between the Agence de Promotion des Investissements Privés (APIP) and the Rwanda Development Board (RDB), paving the way for high-impact joint projects and an increase in bilateral investment flows.

Promote Bilateral Cooperation
Strengthening Diplomatic Relations Between Rwanda and Guinea
Between 2023 and 2024, Guinea opened an embassy in Kigali, inaugurated during President Mamadi Doumbouya’s visit in January 2024, followed by reciprocal visits between the two leaders. This new chapter culminated in October 2024 with the first Rwanda-Guinea Joint Cooperation Commission in Kigali, where twelve key cooperation agreements were signed in the areas of governance, trade, security, and economic development.
Our History
Before French colonization, Guinea was one of the great empires of West Africa. In 1958, it became the first French colony in Africa to gain independence, under the leadership of the late President Ahmed Sékou Touré. Today, it is recognized for its rich cultural heritage and resilience.
