INFORMATION RELATING TO THE ISSUANCE OF THE BIOMETRIC PASSPORT

General terms and conditions

Passport issuing services register three types of applications:

– First request
- Renewal
– Dubbing

Among these, first-time applications and renewals are the most frequent among our citizens. Duplication, intended for members of the public who have lost their passports, is subject to very careful processing, particularly due to the verification procedures carried out.

Payment is required before any request

Before going to the Embassy to submit an application for a biometric passport, all applicants must make the payment online via the official Louba Services platform.

Steps to follow before submitting an application

1. Identify your type of request (first request, renewal or duplicate).

2. Gather all the documents according to the relevant category.

3. Pay the bank fees via the Louba services platform and keep the receipt.

4. Ensure the accuracy of the personal information contained in the various documents provided.

5. Submit the complete file to the relevant department of the Embassy of Guinea in Rwanda.

Important notes for applicants

  • No incomplete application will be accepted.
  • The photos must be recent, on a white background, and strictly conform to biometric standards.
  • Duplicate processing may take longer due to security checks.
  • The bank receipt must be presented in its original form.
  • Any falsified document will result in the immediate rejection of the application and may lead to prosecution.
  • Applicants are advised to check the accuracy of all information provided before submitting their application.

Documents to be provided depending on the type of application

A. First application

The first application is one of the most frequently requested procedures. Holders of non-biometric passports are automatically classified in this category.

Required documents:

- Birth certificate

- Payment receipt (Louba services)

- Consular card

- Two (2) identical passport photos (white background)

- Certificate of nationality or, in some cases, the naturalization decree.

B. Renewal

Renewing an application is one of the procedures required for people holding an expired or damaged passport.

Required documents:

- Birth certificate (if the applicant can provide it)

- Copy of expired or still valid passport

- Payment receipt (Louba services)

- Consular card

- Two (2) passport photos (With white background)

C. Duplicate (Lost Passport)

This procedure only applies to applicants who have lost their passport. It requires particularly rigorous processing.

Required documents:

- Birth certificate (the one provided when the first biometric passport was issued)

- Copy of the lost passport or passport number

1. The number will be transmitted to Interpol

2. An Interpol return slip will be attached to the file before processing
